How to Measure Learning ROI Without a Data Analyst
"What's the ROI on our learning program?" is a reasonable question with an unreasonably complicated reputation. Here's how to answer it — with numbers — using tools you already have.

Most small business owners can't answer this question. Not because the ROI isn't there — it almost certainly is — but because nobody ever set up a way to measure it.
This isn't a data science problem. You don't need a dashboard or an analyst or a formal measurement framework. You need to track the right things, consistently, over time. Here's how.
Why Most L&D ROI Measurement Fails

3. The AI Adoption Index
This is the simplest measurement that most teams skip: just track who is using AI tools, for what, and how often.
How to do it (manual, low-effort version): - Once a week, ask each person one question in their 1:1: "What's one thing you used AI for this week?" - Keep a simple log: person, task, outcome (helped / didn't help / still figuring it out) - After 30 days, you have a picture of adoption spread, use case distribution, and who the power users are

What it tells you: Whether learning is translating to behavior change. Completion rates tell you people took the time. This tells you people changed how they work.
4. Skill-Specific Assessments
For learning that's tied to specific skills — not just AI adoption broadly — simple before/after assessments measure actual capability change.
How to do it: - Define the skill clearly: "Write a cold outreach email that gets a response" or "Handle a billing dispute escalation without a supervisor" - Before the learning program, have the person do it. Score it on 2-3 dimensions. - After 4-6 weeks of targeted learning, do it again. Compare. - Use the same scoring rubric both times.
This sounds like more work than it is. A 10-minute exercise scored on three dimensions takes less time than most people think, and the signal is much cleaner than completion metrics.
What it tells you: Whether specific skills improved, not just whether people spent time on learning. This is especially useful when you're trying to close a specific capability gap — a new hire who needs to get up to speed fast, a team that's struggling with a particular task type.
Building a Simple Learning Scorecard
Once you have a few of these measurement approaches running, pull them together into a one-page quarterly scorecard. It doesn't need to be fancy:

One important nuance: most meaningful learning ROI takes 60-90 days to show up clearly in output metrics. The first 30 days are mostly about adoption and early experimentation. The productivity and quality signals lag the behavior change.
This means if you measure at day 30 and don't see dramatic results, that's expected, not a failure signal. The mistake is giving up on measurement (or the learning program) before the lagging indicators have time to show up.
Set expectations accordingly: you're looking for early adoption signals at 30 days, productivity signals at 60 days, and quality/retention signals at 90+ days.
What You Don't Need
You don't need a learning management system to measure ROI. Spreadsheets and weekly 1:1 check-ins produce better signal than most LMS dashboards.
You don't need statistical significance. A sample of 5-10 outputs before and after tells you enough to act on. You're making operational decisions, not publishing research.
